Heat is the one variable that can undo every other decision in a PC build. A well-chosen CPU running at its rated TDP will sustain its boost clocks for as long as the cooling solution keeps temperatures in range. The moment it crosses its thermal ceiling, the processor reduces its clock speed automatically, and performance drops in a way that's easy to mistake for a hardware deficiency when it's actually a cooling deficiency.
